Arabella McCormack, an 11-year-old who prosecutors say was tortured and starved by her adoptive family, is at the center of a civil case that was settled for $31.5 million on behalf of her two younger sisters.The settlement names City/County governments, Pacific Coast Academy and Rock Church and alleges that county social workers, two teachers and an SDPD officer failed to act after repeated warning signs; the payout will fund the sisters’ care for life, their lawyer Craig McClellan said.Leticia McCormack and her parents Adella Tom and Stanley Tom face murder, conspiracy, child abuse and torture charges and have pleaded not guilty; the criminal case is ongoing while the sisters live with a foster mother and are reported to be in good health, McClellan said.
