DHS ordered an immediate pause of the diversity visa (DV1) program after officials identified Claudio Neves Valente as a green-card holder who entered the United States through the lottery and was accused of shootings at Brown University and of killing an MIT professor earlier this week.Kristi Noem said at President Donald Trump’s direction she directed USCIS to suspend processing while investigators found Valente dead in a New Hampshire storage unit and recovered two firearms and a rental car linked to movements, and the State Department said it is working with DHS though it is unclear whether visa issuances abroad can be stopped and legal challenges are likely.
